USE:

Use Congrats when you want to send a message of congratulations to every listening
character re some other character's accomplishments.
Characters have the option to listen to the congrat "channel", or not.
Everyone currently listening to congrat will receive your message, regardless of
their particular location in the world. Congrat is separate from
Chat
because not every player will want to hear about how happy you are for someone else.
It's good etiquette to always use Congrat for these messages, so that the grumpy types
can tune you out.
Congrat, congrats, grat and grats are all synonyms for the same action.
